Yes, but it's a subplot, not the main event. The sisterly relationship is the main event. The romance is messy, complicated, and don't expect a happily ever after in every book. Stick with the series though, and your HEA is coming.
Low spice. There is romantic tension, kissing, and touching but the bedroom door stays closed.
